A bunker operation involves competing commercial parties. A shared record only works if separation is enforced by the system rather than by good intentions.
Permissions follow the role a user holds in the operation. Buyers, suppliers, surveying companies, surveyors and vessel users each see the surface relevant to their responsibility.
Data is scoped per organization and enforced at the data layer, so a shared operation never means shared company records.
Access is invite-based and provisioned. There is no public self-registration into a live operational environment.
Documents are released on a need-to-know basis per side and role rather than published to every participant.
Operational events are written to the assignment timeline with actor and timestamp; internal events remain within the organization that generated them.
Report entries, amendments and approvals remain attributable to the user and moment they were recorded.
